The World Zionist Congress today received new impetus from the publication of the Mandates Commission report showing the seven members unanimous in the opinion that Britain’s new Palestine policy was not in accordance with the interpretation which the commission in agreement with the Mandatory Power and League of Nations had always placed on the Palestine mandate. This together with the fact that four of the members voted that the White Paper would violate the terms of the mandate was considered by Congress leaders as their first victory. With this encouragement the Congress will undoubtedly adopt more outspoken resolutions against the British policy than otherwise might have been the case.

Dr. Chaim Weizmann and members of the Jewish Agency’s Political Department are satisfied with the Mandates Commission’s recommendations but are studying the possibility of issuing an official statement. Meanwhile Dr. Weizmann in a four hour address to the Congress on the political situation proclaimed the Jews readiness to cooperate peacefully with the Arabs. He called on the Arabs to “appraise the Palestine situation soberly and realize that the Jewish national home in Palestine is an indestructible reality.”
