The Zionist Congress was expected to close after a session late tonight. Resolutions adopted during the day urged the Zionist Executive to develop Jewish maritime activities and establish a national institute to sponsor Jewish navigation and aviation; and urged the Executive to take steps to reduce Jewish unemployment in Palestine and aid the unemployed from Zionist national funds. A resolution introduced by former Congressman Herman B. Koppleman, of Hartford, Conn., demanded that the World Zionist Organization establish a commission to be known as the Industrial Credit Authority, with a $50,000 allocation from the Zionist Executive, to raise money through a bond issue to aid industrial development in Palestine.
The Congress presidium expressed concern about the Palestinian and Polish delegations. No airplane accommodations for Palestine were available and delegates hesitated to book steamship passage, fearing that if war broke out while they were on the high seas they might be interned on the island of Rhodes or sent back to Europe.
