Arthur Krock, Washington correspondent of the New York Times, reported today, in connection with President Roosevelt’s proposal for a survey of new territories looking toward resettlement of an expected 10 to 20 million war refugees, that ex-President Herbert Hoover was the one name which had been discussed with the President as competent to direct the “colossal labor.”
Pointing to Hoover’s prestige in engineering and public life, Krock said: “But beyond this prestige, this technical skill and caution, is his solitary eminence as a humanitarian and organizer of relief. No other man has his experience or his aptitude for this surpassing labor.”
