Of the first 18 ballots received by the Council of Jewish Federations and Welfare Funds in the current referendum on the proposal to establish a national advisory budget service, 11 member agencies have approved the proposal and seven have opposed it, the Council disclosed today. The referendum, on which 203 federations, welfare funds and community councils in 167 cities have been asked to express their views, will close on April 1.
