3 National Organizations Back Budgeting Plan

Three national Jewish organizations which appeal to local welfare funds for support have announced their approval of the proposal for the establishment of a national advisory budget service now being considered by the member agencies of the Council of Jewish Federations and Welfare Funds in a referendum on the subject which is to close on April 1. The organizations are the Joint Distribution Committee, the American Ort Federation and the National Refugee Service.

A resolution adopted unanimously by the JDC executive follows:

“The Executive Committee of the American Jewish Joint Distribution Committee has considered the national budgetary advisory proposals of the Council of Jewish Federations and Welfare Funds, as presented at the General Assembly of that organization in Atlanta on February 1,2 and 3, 1941.

“The Joint Distribution Committee favors cordially the principle involved in the budgeting. It conceives that the proposal contemplates the establishment of an adequate fact-finding service based on examination of complete data from agencies applying to Welfare Funds and other campaigns throughout the country. It understands that the proposal of the Council envisages an evaluation of the needs of organizations seeking funds in this country, and competent advisory recommendations with respect to the programs and needs of such agencies to be made available to such Welfare Funds and other communities as may desire to utilize such information and such appraisal.”

The executive committee of the American Ort Federation said: “On the assumption that the national advisory budget service committee will be a thoroughly impartial fact-finding committee, the American Ort Federation is in favor of the proposal that the Council of Jewish Federations and Welfare Funds should set up such an evaluating body.”

The National Refugee Service went on record welcoming any procedure which would present to the local welfare funds, complete data on the beneficiary agencies and an evaluation of such data. It expressed the hope that welfare funds throughout the country would confirm the action of the Council’s Board.
