Supreme Court Justice Samuel I. Rosenman of New York is now conducting a study of the activities of American defense agencies for President Roosevelt, it was stated today at the White House.

Justice Rosenman, a long-time associate of Roosevelt and collaborator in his important speech drafting, has been interviewing top defense officials for several days and is reported to have drafted several versions of an executive order under which the President may clarify the line of demarcation between OPM and OPACS.
