2 proposal for the creation of a Jordan Valley Authority –a counterpart of TVA in Palestine — which would be the largest reclamation project in history, is set forth in “Palestine, Land of Promise” by Dr. Walter C. Lowdermilk, published today by Harper and Brothers. Dr. Lowdermilk’s plan would make possible the absorption in Palestine of at least 4 million immigrants in addition to the 1,800,000 people in that country now.
Dr. Lowdermilk is the Assistant Chief of the Soil Conservation Service of the United States Department of Agriculture. “Palestine, Land of Promise” is the result of a survey made on-the-spot which was undertaken at the request of the Department in the interests of land conservation in the United States. Dr. Lowdermilk found that the Valley of the Jordan possesses a combination of natural features and a concentration of resources which offers a splendid opportunity for this great project. Some of the foremost consulting engineers of America, who have seen the plans of the project, have pronounced it workable.
