Congress was urged today by the convention of the United Synagogue of America meeting here, to adopt legislation placing all religious officials and employees under the provisions of the federal Social Security Act. The convention, which is being attended by 700 delegates representing 400 Conservative congregations throughout the country, authorized its executive committee to approach other religious and welfare groups for the purpose of organizing a united drive for such legislation.
At the same time, the delegates voted for stronger tenure rights for rabbis. Under the new tenures system, a rabbi who has been employed for three years must be given two years notice if his congregation decides to dispense with his services. A rabbi who has satisfactorily served one congregation for five years will have life tenure if the congregation has not indicated before the five years are up that they wish to replace him.
The convention also authorized the incoming executive committee to look into the possibilities of establishing a group insurance plan for all persons employed by the congregations affiliated with the United Synagogue.
