The Joint Distribution Committee, at a special meeting of its executive committee held Sunday agreed to submit to arbitration the unresolved differences between the J.D.C. and the U.P.A. in an effort to reconstitute the National United Jewish Appeal for 1945. This action followed receipt of a telegram from Sidney Hollander, president of the Council of Jewish Federations and Welfare Funds, requesting the two major organizations in the U. P. A. to submit their differences to arbitration. Notifying Mr. Hollander of the J.D.C.’s action, Paul Baerwald, chairman of the J.D.C. stated:
“In response to your telegram of February 23 urging that the J.D.C. and U.P.A. agree to submit differences to arbitration by mutually acceptable procedure, we refer to our letter of February 8th to you setting forth the unresolved differences which existed prior to the Cincinnati meeting on February 10th. Inasmuch as no agreement was reached as a result of the Cincinnati meeting, the differences remaining between the parties still continue to be the following: The U.P.A. proposed a first division of ten million dollars in the ratio of sixty to forty percent or a first division of twenty-five million dollars in the ratio of fifty-eight to forty-two percent, with the Jewish National Fund traditional collection ceiling at one million one hundred thousand dollars, and that J.D.C. forego the six hundred thousand dollar countervailing amount.
“The J.D.C. proposed that the first division be twenty-five million dollars in the ratio of sixty to forty percent respectively, the JNF traditional collection ceiling to be nine hundred thousand dollars and the J.D.C. to forego the six hundred thousand dollar countervailing amount. In view of the J.D.C.’s consistent desire to maintain the National U.J.A. and recognizing the keen concern felt by the organized Jewish communities of this country for the continuance of the U.J.A. the J.D.C. at a specially convened meeting of its Executive Committee today, agreed to submit to arbitration by mutually acceptable procedure, the unresolved differences as indicated above
