A full-fledged filibuster in the Senate against the bill for a permanent Fair Employment Practices Commission was under way today, with Senators John H. Overton of Louisiana and James O. Eastland of Mississippi leading the delaying tactics.

Overton began by proposing the reading of yesterday’s journal of the Senate and both he and Eastland repeatedly interrupted the reading to suggest changes and amendments.
