A program for the resettlement of displaced persons with the aid of governments and private national and international agencies has been submitted to the Social and Economic Council of the United Nations Organization by the Dutch delegates to the UNO Assembly.
The program provides for the establishment of an international body under the Social and Economic Council charged with investigating the situation of uprooted persons. Emphasizing that the Dutch Government considers the problems of the displaced persons to be international in scope and in nature, the plan stipulates:
1. No displaced person should be compelled to return to his country of origin against his will.
2. Persons objecting to being repatriated to their former countries and who are not subject to extradition, should be resettled elsewhere.
3. If the refugee’s country considers his settlement on its territory undesirable, his resettlement elsewhere should become the concern of the proposed international body.
