The American proposal for the establishment of a special committee to deal with the problems of refugees and displaced persons in Europe was unanimously accepted here yesterday by the UNO Social and Economic Council.
During the discussion, the Cuban delegate suggested that individuals and organizations, from whom the committee will derive much of its information on the refugee problem, should first obtain permission from their governments before participating in the discussions. British representative Philip Noel-Baker, opposing the Cuban position, pointed out that the advice of such organizations, particularly Jewish groups would be indispensable to the committee. The Cuban suggestion was rejected by the Council.
