Three major recommendations for the rehabilitation of victims of Nazism now in Germany were presented by the American Jewish Committee to the American delegation to the UNRRA Council now in session in Atlantic City, it was announced here today. The recommendations are:
1. Vocational training and guidance and the employment in industrial and agricultural projects of skills present and to be acquired, for persons eligible for UNRRA care who suffered persecution by the Nazis because of race, religion or activities in favor of the United Nations. This resolution proposes that the UNRRA employ the assistance of voluntary agencies for personnel and supplies, and that the program be financed by local currency provided by governments, military commands and other authorities according to existing agreements and through UNRRA general resources to the amount of $3,000,000.
2. Unaccompanied and displaced children and minors now under the care of UNRRA in occupied areas, which do not provide the means for proper care, education and training shall be placed in the hands of responsible agencies, groups or individuals able to care for and educate them outside these areas, until such time as they are permanently settled.
3. Persons subjected to Nazi persecution during the war due to race or religion who, having moved across national boundaries since cessation of hostilities, are not eligible for UNRRA assistance, shall be included in the authorized care of the UNRRA.
