The JDC and the HIAS already have on file in this area more applications for United States visas than can possibly be granted under the 3,900 monthly quota available for all of Germany.
The two relief organizations today informed the American consul here that they expect to submit 1,700 applications. Nobody expects that anywhere near that number will be granted visas.
Since the consulates have just begun to function, most of March’s 3,900 visas will be wasted. Only a few persons from Munich and Stittgart will receive clearance in time to come under the March quote.
