Jewish refugees in Germany are so disillusioned that outbreaks may be expected soon in the DP camps, Jacob Sincoff, treasurer of the United Palestine Appeal, told the Jewish Telegraphic Agency today, on his return from an 11-week tour of German and Palestine.

“They see no hope,” Sincoff declared. “Palestine is closed and the United States permits only a trickle of immigration. Naturally, their frustration may lead to dire results.”

Sincoff said that while thousands of Jews are jam-packed in the “living hell” of DP camps, land is being bought in their name in Palestine by the Jewish National Fund, in the hope of eventual resettlement.

In spite of the present tense situation, Sincoff disclosed, Palestine’s Jewish community has launched a program of unprecedented development, whose cost since the beginning of the year has exceeded $27,000,000.

He said UPA agencies in Palestine are spending close to $5,000,000 a month for accommodating refugee newcomers, building houses, getting Jewish Brigade veterans back to civilian life and helping to establish new settlements and industries.
