An attempt to prevent large-scale immigration of Jewish refugees to Palestine was made today by Dr. Charles Malik, Lebanese delegate on the sub-committee on refugees of the U.N. Economic and Social Council, who proposed that in mandated territories not only the administration but the people be consulted before European refugees are re-settled there. The proposal was defeated by the other members of the 11-man body, which held its first meeting this morning.
The sub-committee adopted a British amendment to the constitution of the International Refugee Committee to the effect that the I.R.O.’s protection of the refugees should be extended until their re-settlement was “effectively completed.” It was pointed out that the process of assimilation in a new country might be a long one, involving a lengthy period of waiting before acquiring citizenship, and that until such time the refugees would need the I.R.O. to protect their legal rights.
The sub-committee, which must report its findings before the full Economic and Social Council Monday, has three tasks to complete 1. To consider Secretary-General Trygve Lie’s recommendation for the establishment of an interim refugee group: 2, to review the comments of member nations on the proposed I.R.O. constitution; 3. to consider the final report of the committee on finances for the I.R.O.
