The discussions on Palestine between Secretary of State Byrnes and British Foreign Secretary Bevin will start here next week, the Jewish Telegraphic Agency learned today. British Ambassador Inverchapel is expected to come from Washington to New York to participate in the talks.

The presence in New York of David Ben Gurion, Dr. Moshe Sneh and other members of the Jewish Agency executive, as well as the presence of Arab delegations attending the U.N. General Assembly, will make it possible to consult with both, if necessary, it was pointed out. This, however, would not affect the conference on Palestine which is to resume in London on Dec. 16.

The British Foreign Minister, today received David Dubinsky, president of the International Ladies Garment Workers Union. It is understood that the Palestine question was the main topic of their conversation. Bevin is expected to make a public statement on Palestine next Monday at a dinner tendered by the Foreign Press Association in honor of the Big Four Foreign Ministers.
