The United Nations General Assembly, now meeting in New York, is unlikely to succeed in forming the proposed International Refugee Organization to take charge of displaced persons following dissolution of UNRRA, Minister of State Hector McNeil told the House of Commons today.

“No government could be excused for playing politics and at the same time prolonging the despair of these miserable and distressed people,” he declared in absolving Britain of any blame if that happens.
