A Jewish Agency spokesman here today described as “an open threat of violence,” the statement made in Jerusalem on Saturday by Jamal Hussein, in which he urged every Palestine Arab to consider himself a “soldier in the front line,” and called for “immediate action” to combat Jewish demands.

“Whereas in the Jewish community, the violence and threats of it emanate from small rebellious groups, we have on the other hand the suggestion of direct action from the head of the entire Arab community,” the spokesman said.

“All these events, both in the Jewish and Arab camps, seem to show how remote is the prospect of pacification until and unless an equable promise of a political solution is worked out,” he continued. “The situation has gone far beyond the stage when order can be restored by police and security measures.”

Reuters today says that the Palestine Arab Higher Committee is planning to call a nation-wide conference this week to declare a “state of emergency.”
