The U.N. Commission on Human Rights today authorized its chairman, Mrs. Franklin D. Roosevelt, in cooperation with the Commission’s vice-chairman and rapporteur, to draft an international bill of rights.
In drawing up the bill, the drafting committee can cooperate with other members of the commission and with experts named by their respective governments. No provision was made for participation by non-governmental bodies in the drafting of the bill. Mrs. Roosevelt said, however, that the question of relations between the Commission and non-governmental organizations will be discussed before the conclusion of this session.
