The Soviet Union will demand a full dress debate at the U.N. session on Palestine, according to circles close to the Soviet diplomatic missions in the Middle East.
The Russians will put forward the following demands at the General Assembly, these sources said: Immediate British withdrawal from Palestine; establishment of Palestine as an independent state, but with the provisio that independence is not to become effective until after a five-year period during which European Jews who wish to immigrate to the Holy Land–and whose governments do not oppose their emigration–may enter; and the placing of Palestine under U.N. control during the five-year interim period.
The U.N. would appoint a committee to conduct a plebiscite among European Jews and canvass the various European Governments to determine how many Jews desire and would be enabled to immigrate to Palestine. This plebiscite would be carried out within six months. During the five-year interim period the Jewish Agency would be authorized to assist Jews to settle in Palestine, but would have no official status in the country.
