A resolution instructing Arthur J. Altmeyer, executive secretary of the Preparatory Commission for the International Refugee Organization, to make special efforts to find places of immigration and resettlement for 10,000 German and Austrian Jewish refugees now residing in Shanghai was adopted yesterday by the delegates to the Commission.
The Preparatory Commission also decided on nutritional standards for refugees, which shall under no circumstances fall below that of the local population in the areas where their centers are located. Moreover, where the local diet is below minimum health standards, the DP’s will receive supplemental rations to the extent permitted by I.R.O. resources.
The Commission, whose second session is expected to conclude tomorrow, adopted several resolutions preparing the way for assumption by the I.R.O. of the functions of the Intergovernmental Refugee Committee and UNRRA. The Intergovernmental Committee’s executive committee has convened a plenary meeting of the parent body for May 30 to discuss measures to be taken to transfer its functions to the I.R.O. and to arrange for its own liquidation.
The Preparatory Commission adopted a resolution authorizing its executive secretary, Arthur J. Altmeyer, to conclude agreements with the Intergovernmental Committee and UNRRA for the taking over of some of their functions, activities, assets and personnel. He was also given the power to conclude agreements with governments and occupation authorities necessary for the performance of the I.R.O.’s functions. An advisory committee was also decided upon to assist him, but has not yet been chosen.
