Three-fourths of the white collar employment agencies in the city are openly violating the regulations of the State Commission Against Discrimination under the Ives-Quinn law, which bars discrimination in employment, the American Jewish Congress charged yesterday.

In a letter to Charles Garside, chairman of the New York SCAD, the AJC said that the official poster required by SCAD was not being publicly displayed. The Congress urged that SCAD begin prosecuting violators of the law.
