The executive of the World Zionist Organization today recommended to the Zionist Actions Committee a resolution in which it “notes with satisfaction” the majority report of the United Nations Special Committee on Palestine, proposing the establishment of a Jewish state.
The executive points out, however, that the proposed Jewish state contains only a fraction of the territory promised the Jews historically and does not include (##) areas of importance. “The executive will, after further study, present the (##) of the Jewish Agency at the forthcoming General Assembly,” the resolution (##)es. “The definitive attitude of the Jewish people will be determined after the Assembly’s decisions are made.”
The resolution, which is certain to be adopted by the Actions Committee, was passed last night with only two dissenting votes. Fritz Bernstein, of the Aliyah (##)sha, and Moshe Sneh, of the General Zionists, advocated that no statement be (##)ed until after further developments.
The executive flatly rejected the minority federal plan, charging that it would result in the establishment of an Arab state with a permanent Jewish minority. The Hashomer Hatzair and the Achduth Avodah, the two major left-wing groups in the (##)ons Committee, are preparing opposition resolutions. The Revisionists have also (##)ted a separate resolution.
The Actions Committee meeting is now scheduled to end tomorrow morning. Some of the American delegates are leaving this evening, while others, including Dr. Abba Eillel Silver, will depart by air tomorrow morning to make connections with the Queen (##) at Southampton. Dr. Emanuel Neumann, president of the Zionist Organization of America, and Daniel Frisch, chairman of the ZOA administrative committee, will remain to cover any new developments.
EXECUTIVE TO CALL MEETING OF AGENCY COUNCIL, INCLUDING NON-ZIONISTS
The Political Commission, at a meeting last night, authorized the executive to expend the Jewish Agency by taking steps to convene the Council of the Agency, which includes non-Zionists. The commission also voted to submit breaches of Zionist discipline to a “court of honor.”
The text of the resolution adopted by the Executive reads as follows:
“The Zionist General Council (Actions Committee) has given preliminary con(##)eration to the report of the recommendations of the United Nations Special Committee on Palestine. The executive will, after further study, present the views of (##) Agency at the forthcoming General Assembly of the United Nations Organization. (##) definitive attitude of the Jewish people will be determined after the General Assembly has made its decisions.
“The study carried out by the United Nations Special Committee on Palestine (##) its report represent an earnest effort to arrive at a practicable solution of the (##)lem. The Council notes with satisfaction that a substantial majority of the UNSCOP delegates recommended the early establishment of a sovereign Jewish state. (##) territory is only a fraction of the territory originally promised to the Jewish people. It does not include certain areas of the utmost importance. There are (##) features of the proposal requiring careful examination.
“The Executive is instructed to continue its efforts to secure a speedy and satisfactory settlement.
“The Council regrets the proposals forwarded by the minority of the UNSCOP (##)tes, which it finds wholly unacceptable. The suggested federalization plan (##)tually meant to convert Palestine into an Arab state in which Jews would be (##)med to remain a permanent minority and the right of immigration is effectively (##) them by making such immigration subject to the decision of the present Arab (##)“The proposals deny even the present Jewish inhabitants of Palestine the right to settle in most parts of the federal state of which they are presumably to be (##)ens. The term ‘Jewish State’ employed in these proposals is misleading. Far (##)conferring statehood, they would perpetuate a territorial ghetto created by the (##)y of the White Paper of 1939. Constructive and progressive forces of the Jewish people would, in the suggested federal scheme, be fettered and stifled and the (##)mic and social development of the country would thereby be impeded.
“No settlement of the problem can be accepted by the Jewish people which (##) to assure the rights of Jews to return to their homeland and the establishment of a sovereign Jewish state.”
It was denied here today that during last week’s debate on terrorism, Isaac (##)baum, General Zionist leader, stated that he would not support “a pact between (##) Gurion and Bevin against Beigin.” According to official records, Gruenbaum made (##)ch statement.
