A Man Will Ask Action on Civil Rights in Message to Special Session of Congress

President Truman told his news conference today that some of the recommendations contained in the report of his Committee on Civil Eights will form the basis for one section of his message to Congress at the opening of the forthcoming special session.

The President said that the Committee had made a good report and that was looking forward to a chance to read it very carefully. He did not specify ? of the Committee’s recommendations he would discuss in the message to Congress.

Secretary of the Army Kenneth Royall today called for fair treatment of ##lian employees of the Department of the Army “regardless of race, sex, color ## in discussing civilian personnel policy at a meeting of the six area ?tives of the civilian personnel division of the department.
