One of the recommendations of the President’s committee on Civil Rights–that restrictive real estate covenants barring Negroes, ##ews and other minorities from residing in certain neighborhoods be outlawed–will ## implemented if the Supreme Court accedes to a request of Attorney General Tom ?lark to rule such covenants unconstitutional.
The Justice Department told the court yesterday that such covenants are against the Constitution, against the law and against the public policy of the United States. In a motion, Clark and Solicitor General Philip B. Perlman asked the ##ourt to permit them to take part in four restrictive covenant cases now before the court.
