The Lebanese press, notably Le Soir de Beirut of Oct. 25, reports that the Lebanese Cabinet had reached a decision to prevent an Israeli delegation from participating in the United Nations Educational, Scientific and Cultural Organization conference which will open at Beirut Nov. 17.
This was unofficially confirmed today at UNESCO headquarters in Paris. Israel had been invited to send observers in an official letter from UNESCO Director General Dr. Julian Huxley, sent Oct. 4 to Maurice Fischer, Israeli representative to the French Government. The invitation was acknowledged by the Tel Aviv Government Oct. 19.
Mr. Fischer informed the UNESCO office Nov. 5 that the Israeli representatives had been unable to obtain the visas they had requested for the Lebanon. Beirut had made no reply to their request for an explanation. U.N. circles here were surprised at the development which constitutes a breach of U.N. principles through unilateral action by the Lebanon.
