A recommendation to limit the rights of naturalized Argentinian citizens has been made by the commission for a new federal Constitution, it was learned here this week-end. The commission proposed the following:

"Foreigners who enter the country legally will participate in all civil rights of Argentinians and, five years after obtaining Argentine nationality, will participate ##n political rights. They may obtain nationality after two years of continuous residence and will automatically become naturalized after five years, unless they elect to the contrary. The laws will define the formalities for getting citizenship and ?or its loss, as well as for the deportation of foreigners."
