Governor Thomas E. Dewey was urged today by a group of civic leaders to create a state commission to investigate discriminatory practices in housing. Among the signatories to an open letter to the Governor were grudge Joseph M. Proskauer, honorary president of the American Jewish Committee, and Rabbi Stephen S, Wise, president of the American Jewish Congress.

A special committee will meet with Charles D, Breitel, counsel to Gov. Dewey, tomorrow to discuss formation of such a group. The committee includes John L. Freeman of the Committee, Shad Polier of the Congress, and Irving Salert, of the Jewish labor Committee.
