A mass transfer of Palestine’s Arab agricultural population to Iraq — as outlined in 1945 by former President Hoover — was advocated by Eliahu Ben-Horin, noted Middle East authority, in an article in the Christian Science Monitor. Israel would “absorb the Jews from the Arab lands and the one-sided transfer proposed by Hoover could be developed into a populations exchange,” Ben-Horin suggested
“The practical prospects for a mass Arab return (to Palestine)emerge as very poor indeed,” Ben-Horin declared. “Unless the Hoover Plan is adopted, the garaged of the Arab refugees will last for a long time, forming an obstacle to peace and stability in the Middle East,” he added.
