The formula on Jerusalem enunciated last Saturday in New York by Dr. Chaim Weizmann, President of Israel, will be presented formally to the United Nations Conciliation Commission within a few days, it was learned here today on high authority. The formula provides for Jerusalem to become a part of Israel; establishment of international control of the Holy Places; a guarantee by Israel of security for all religious institutions; and, supervision of the shrines by “those who hold them sacred.”

(The New York Times today reported in a cable from Rome that circles close to the Vatican Secretariat of State “made it clear” yesterday that any effort on the part of lay powers for the protection of Holy Places in Palestine should have, as one of its Bain goals, internationalization of both the new and old quarters of Jerusalem. The Vatican’s view, these circles said, was that the entire city of Jerusalem must be internationalized. This comment was made after a preliminary study of the speech delivered Saturday night by Dr. Weizmann, who affirmed that a solution could easily be found to reconcile the interests of Christianity with those of Israel in Palestine.)

Simultaneously, the Israeli Government will submit to the Government of Sweden a report on its efforts to apprehend the assassins of Count Folke Bernadotte, late U.N. mediator for Palestine. This move will be made to placate the Scandinavian bloc, which abstained from voting on the Israeli application for admission to U.N. membership because the Israeli Government had made no report on the matter.

The United States delegation at the U.N. today indicated that it will launch a vigorous move in the Ad Hoc Political Committee for a swift recommendation on the Israeli application to the General Assembly as soon as the Israeli report is delivered to the Swedish Government, It is assumed here that the Latin American nations, with their Catholic interest in the Jerusalem issue, will be appeased by the Weizmann formula. The British Government today indicated its willingness to have the question of the Israeli application debated in the Ad Hoc Committee, where it can be more rapidly expedited.
