Amendments to the Bonne draft constitution for the proposed West German Federal Republic to insure “the rights and position of the Allies, the displaced persons living in Germany, and certain sections of the indigenous population” were submitted yesterday by the World Jewish Congress to Secretary of State Dean Acheson.
Requesting that Allied approval of the Bonne constitution be made contingent on the inclusion of these amendments, the World Jewish Congress suggested that the text of the draft constitution “be changed in such a way as to explicitly repudiate discriminatory Nazi legislation heretofore ignored by the Allies. The Congress also demanded that the constitution should prohibit advocacy of racial and religious hatred, eliminate restrictions on displaced persons, permit reacquisition off German nationality on application, and compensate public servants dismissed by the Nazis for racial and religious reasons.
Citing the sufferings off the Jewish people during World War II, the Congress also submitted a memorandum to the Diplomatic Conference for the Establishment of International Conventions for the Protection of Civilian Persons in Time of War, asking the Conference to adopt certain specific measures to safeguard civilian groups in time of war. The conference is now meeting in Geneva.
