The only way for Israel to achieve a settlement with the Arabs at the Lausanne peace talks is for it to negotiate separate bi-lateral pacts with each Arab nation because the Arab states feel that it is necessary to speak in tones which “impress other Arabs” at the conference table, the Economist said today. The publication also suggested that progress would be speeded up if the Israelis offered to participate financially in the resettlement of Arab refugees in Syria and Transjordan.
