Israel to Protest to France Against Sending of Arms to Syria; Armistice Pact Drafted

Israel will file a protest with the French Government against the sending of arms by France to Syria despite the existing U.N. arms embargo, it was learned here today.

Meanwhile, it was reported today that a legal commission of members of the Israeli and Syrian armistice delegations succeeded in preparing a draft armistice agreement after negotiating for six hours today. However, a military commission reported no progress on territorial adjustment.

The next meeting of the military commission is due tomorrow and will continue for several days. If a deadlock results, the matter will be referred to the U.N. Security Council, Gen. William Riley, U.N. chief of staff declared.

(In Paris, Dr. Walter Eytan, of the Israeli Foreign Ministry, today expressed optimism at a press conference that peace negotiations with Syria would be concluded soon. Dr. Eytan outlined the situation at the Lausanne conference and said that the only reason the Arabs seek a settlement of the refugee question was that it represents the one issue on which Arab unity is possible.)
