The Food and Agricultural Organization of the United Nations, which will hold a general conference here beginning Monday, will consider an application for membership submitted by Israel, it was reported today. Two members of the Israel Embassy will attend the parley as observers. They are Dr. Ludwig Samuel, agricultural counsellor, and Arthur Liverhant, first secretary.
