Jacob C. Gutman, noted civic and philanthropic leader, was elected today president of the Federation of Jewish Charities of Philadelphia. He succeeds Elias Wolf, who retired from the post after the customary three-year period. Other officers of the Federation chosen today include Semuel S. Fels, Joseph J. Gabel, Samuel A. Goldberg and Haward A. Wolf, all vice-presidents; Leonard B. Geis, treasurer; and George M. Kohn, secretary.
