Efforts to internationalize the city of Jerusalem never will succeed, Arthur Lourie, Israel Consul General for New York, declared last night at a dinner honoring Isidore Agree, executive director of the National Dress Manufacturers Association, for his activities in behalf of the current Histadrut Campaign for $10,000,000.

Mr. Lourie said that there had been a “very real change” in the atmosphere among the twelve members of the United Nations Trusteeship Council at Geneva. “Of all the countries represented at the Council,” he declared, “there is only one, Iraq, which continues to display an unqualified enthusiasm for the implementation of the Assembly resolution as it stands.”
