The three-week session of the United Nations Subcommission on Prevention of Discrimination and Protection of Minorities opened here today. Election of officers and adoption of an agenda were postponed until tomorrow.

A proposal to have the U.N. Human Rights Commission make an on-the-spot survey of complaints on discrimination against minorities was put forth today by the Iran representative at the Subcommission’s meeting. In a second proposal Iran’s envoy called for a check on the status of all minorities created by the postwar period.
