Pamphratria, interfraternity council at Columbia University, last night declared in a statement of policy that as “soon as possible” all “fraternity membership restrictions based on considerations of race, creed or color” should be removed. Nicholas McKnight, dean of students, emphasized that the statement was merely an expression of policy and could not be enforced.
