The World Jewish Congress memorandum of last week calling for the United Nations Economic and Social Council to reject the draft covenant on human rights will be circulated to all delegations by the Council’s Committee on Non-Governmental Organizations. The decision, the first of its kind, was taken at the suggestion of the French delegate, supported by the American representative, it was announced here today.
