Louis Cohen, assistant to Mayor William O’Dwyer since 1946 and a veteran of 42 years’ city service, was appointed yesterday o the post of Acting Deputy Mayer. Mr. Cohen will assume the duties of Deputy Mayor William Reid, who will retire Oct. 1.
