The U.N. Social, Humanitarian and Cultural Committee today started consideration of the draft of the first international covenant on human rights. The first stage of the debate was restricted, by decision of the committee, to the question of the general adequacy of the first 18 articles of the draft.
Principal speakers today were the representatives of Canada and Lebanon. Both considered the draft inadequate. The Canadian delegate said his delegation would welcome the opportunity to submit in writing to the Commission on Human Rights its views on the draft covenant, as revised by the Commission. The representative of Brazil said his delegation considered the draft of the first 18 articles satisfactory.
