Los Angeles Jewish Community Council this week named Julius Bieno to the permanent post of executive secretary with responsibility also for direction of the 1951 United Jewish Welfare Fund campaign. Appointed to fill the post of acting assistant executive secretary was Charles Zibbell, who has been director of the Council’s Research Department.
