A proposal for the establishment of an advisory council to the projected High Commissioner for Refugees, who will assume international responsibility for refugees following the liquidation of the International Refugee Organization this summer, was proposed here today by representatives of the Agudas Israel world organization and the World Jewish Congress.

The proposal was made at a conference of non-governmental agencies interested in refugee and immigration problems. The parley is considering a summary of United Nations measures establishing the High Commission, the implications of the U.N.-approved definition of a refugee, budgetary problems in connection with refugees and the future role of voluntary agencies in helping solve refugee problems.
