EBAN LAUDS U.S. UNDERSTANDING FOR ISRAEL’S NEEDS AND PROBLEMS
The third event was the series of discussions on the grant-in-aid legislation in both Houses of Congress. He said that the discussions showed that there was great American understanding of Israel’s unique problems and special needs. He paid tribute at this point to the American Jewish organizations, particularly the American Zionist Council which, he said, had done so much to interpret Israel’s problems and needs.
Referring to the four-point program of assistance to Israel which it is hoped will provide the Jewish state with $1,500,000,000 in cash and investments, he said that the first year of the American part of the program demonstrated that the project was entirely feasible. As a result of efforts here so far, he stated, $250,000,000 will have been made available to Israel in the year since last October. In this estimate he included $35,000,000 loan from the U.S. Export-Import Bank, approximately $70,000,000 in grants-in-aid and, conservatively, $150,000,000 from the United Jewish Appeal and the Israel Bond Drive.
