Eliahu Elath, Israeli Minister to Britain, today called on Ernest Davies, British Foreign Undersecretary. It is understood that Mr. Elath was sounding out the British attitude toward the Israeli offer at the Paris “peace” conference to conclude non-aggression pacts with the Arab states.
