E.D. Gotein, Israel Minister to South Africa, has been named Minister to the United States and deputy to Ambassador Abba Eban, it was officially announced here today. Mr. Eban is due to leave in December for Paris to head the Israel delegation at the United Nations General Assembly there. Mr. Gotein has served in South Africa for the past two years.
