Some 400,000 refugees in need of resettlement will remain in Europe after the International Refugee Organization suspends all its activities, Dr. G.J. van Heuven Goedhart, United Nations High Commissioner for Refugees, declared in a report submitted yesterday to the U.N. General Assembly’s Social Committee here. The I.R.O. which officially expired on Dec. 31, 1951, continues to function in some areas.
Dr. Goedhart, who estimated that 1,500,000 persons would require some sort of assistance from the U.N.’s refugee organization, asked that the Assembly issue an appeal for $3,000,000 for aid to the neediest refugees. He said that the appeal would be aimed at governments and that the funds thus collected would be allocated to private agencies for relief work.

Gibson, chairman of the U.S. Displaced Persons Commission, commenting on the United States DP immigration program, said that over 99 percent of the DP’s who entered the U.S. are making a real contribution to the country. Due to a typographical error it was reported that Mr. Gibson had stated that over 39 percent of the DP’s had made a real contribution.)
