Establishment of Council to Check Racial Tension in Florida Urged

The establishment of an intergroup council in Florida to reduce racial and religious tensions, and the elimination in Miami Beach of precedent prohibiting Negroes from being on its streets after dark, was urged today by Emanuel Muravchik, director of the Anti-Discrimination Department of the Jewish Labor Committee, after a survey of the sites of the recent Florida outbreaks.

A spokesman for the Justice Department in Washington today declined to comment on word from informed sources that a suspect has been arrested by the F.B.I. in Florida in connection with the terroristic incidents. Sources close to the government said that a suspect has been apprehended in Florida and agents are now seeking those higher-up in the terror ring.
