The opinion that Germany’s reparations to Israel cannot be separated from her external pre-war debts which are now under discussion at an international conference in London was reiterated here today by Hermann Abbs, head of the German delegation at the London parley.

Herr Abbs refused to divulge details of new German proposals now believed to exist in the form of a draft to be delivered to the Israelis and to the conference in London. He said that he submitted a report to the Foreign Affairs Committee of the West German Parliament and that he made it clear that Germany’s ability to pay must be settled before any concrete offers were made.

An article warning Jews not to make any “privileged claims” against Germany appeared today in “Nation Europe,” new organ of the Fascist International published in Coburg. The article is entitled “Must Bonn Save Israel?” and tries to create the impression that the Arabs have been “expelled” from Israel.
